Step-by-Step Development Model

Site Identification and Control
We begin by identifying high-opportunity rural and industrial land tracts — particularly within ESG-favorable markets like Florida, Texas, and the Southeast. These sites offer low cost per acre, favorable permitting paths, and alignment with state/federal energy or agriculture objectives.
Land is secured through long-term options or outright acquisition under our affiliated entities, ensuring control and title consolidation before capital deployment.
UDR-Based Utility Planning
We break utility infrastructure into UDR packages — each a separately modeled asset class:
- Solar UDRs (e.g., agrivoltaics, microgrid interconnection)
- Water UDRs (e.g., drinking water wells, nitrate remediation)
- Fiber/Comms UDRs (e.g., on-site Tier 4 data node)
- BESS + Load Management UDRs (e.g., high-load balancing for AI farms)
This allows each UDR to qualify for specific tax credits (ITC, 48C), grants (USDA, EPA, DOE), or revenue mechanisms (PPA, leaseback, or throughput). Ownership is retained by our for-profit arm, Horizontal Land Partners, while the system is leased to operating partners such as JobsFlorida, Inc. or OEM clients.


Engineering and System Design
Using our technology consortium — including firms like Woolpert (engineering), Sedron Technologies (wastewater/biowaste), and Infraag.ai’s in-house platform architects — we custom design the full system:
- Utility-scale solar and dual-axis agrivoltaic arrays
- Elevated panels over CEA (Controlled Environment Agriculture) greenhouses
- On-site SCADA with independent switch control
- Multi-redundant fiber and edge node integration
- Biosolids and septic-to-energy treatment systems
- Contaminated watershed water recovery and filtration
- Closed-loop nutrient cycling for high-yield ag operations
All systems are integrated into a single platform, fully monitored, and built to Tier 4 uptime standards.

Each system is capitalized through a layered structure of grants, green bonds, private equity, and tax equity. We specialize in early-stage infrastructure packages that de-risk institutional participation.

Build + Operate + Leaseback
Construction is executed through our vertically integrated development arm — Pink Demolition and Construction — or through EPC partners.
Once operational, all utility systems are leased at-cost to the nonprofit or industrial operator under long-term, performance-monitored agreements. These lease structures are optimized for ESG reporting, bond compliance, and grant flow-through.
We remain owner-operators of the infrastructure, ensuring long-term compliance and system-level maintenance.
